It's seems AppLocale is now outdated when it comes to Encoding Japanese Models. here is my recommendation to your Problems! 

Bandizip.

it acts like Winrar but it will Encode the giberish into the original profer Japanese Characters. you won't be worriying your models texture.

i literally need help contributing this wiki. there full of missing gaps that i can't ignore.
