So following yesterday's blog, I decided I try to find the origin of the Windows 100% magazine, mainly after reading this comment.
"Windows 100% is a FAN MADE magazine, made by FANS for FANS, and although Crypton/Yamaha allow it, it is... NOT an official magazine (as in Crypton did not authorize it prior to it's release).
IF this magazine were to be released in America (which is NOT as fan friendly as Japan) the owners of the publication would face copyright infringement charges, for trying to claim the rights on characters owned by other people. (In this case, Crypton.)"
I googled Windows 100% magazine and found this blog... dated April 15, 2006.

Windows 100% is a hardcore Otaku magazine which features Otaku apps (like the ones which help you download open source movies and games), Otaku news, games and other mooha.
But Moetron's blogpost, dated December 6, 2006, utterly hammered the nail in the coffin.
"Windows100%, under publisher Shinyusha, is one of the most leading Hi Tech PC Culture and hardcore otaku magazines out there in Japan. A circulation of over 200,000 copies are issued monthly. The magazine covers just about everything otaku — we’re talking software apps, gadgets and tech news, video gaming, anime, and what some folks find controversial, the eroge industry. Every copy includes two CD-ROMs, appropriately labeled “disc A” and “disc B,” that are just filled with tons of extras such as game demos and promotional software." This proves that Windows 100 existed back before Miku Hatsune, the popularity of Vocaloid, and MikuMikuDance itself. In fact, Windows 100 began the MMD distribution last year as it recognized the MMD community!
Before all that, it was the basic Japanese equivalent of Game Informer or your local Software Digest magazine, constantly telling you about new products, upcoming projects, applications...

It turns out this company is also in charge of OTHER magazines, including variants of Windows titled Mac100%, Android100%, as well as more techie magazines like PSPFreak, IP, Mr. PC, and more! oAo
To say that the magazine is made by fans is out of the question. These are real people interviewing cosplayers and site owners! Heck, it reminds me so much of my Nintendo Power magazines (I miss my subscription very much), which, by the way, is produced by an American company for the Nintendo lover. Plus, the magazine originated in 2006, a year before Crypton released Miku and became very famous in Japan (if not famous already.)
Windows100% was not recognized in Western fandom until the release of the MMD models, which was last year.
